The Criminal Records Bureau (CRB) and the Independent Safeguarding Authority (ISA) have merged to become the Disclosure and Barring Service (DBS). CRB checks are now called DBS checks.

That's a good question, Nigel. How long before any young woman meeting a young man asks for his CRB/DBS/whatever?

Sadly it will do nothing to protect those already in abusive relationships, of which there are many.How will it be 'offered' will people (and I stress people, not just men) be offered a form of DBS (or use its former acronym, CRB) check?

I'm not clear how this will work. Will you be able to go to the police and ask about the criminal record of any random man you meet? It's hard to believe that there aren't early signs of his nature.
