Valid public consultation design
I have just completed a consultation www.haveyoursay.coop run by Yougov for the Co-operative Society. Near the end of a 20 minute on-line questionnaire I was asked the first three characters of my postcode. Such a simple question that opens up all sorts of information to the inquiry. I say the Shaping a Healthier Future hospital closure consultation was flawed. The learned judge disagreed saying it was OK.If it had asked for a post code it could have mapped the submissions and thereby detected areas with low response rates and maybe even detected FRAUD. Glad someone knows how to run consultations.
