Hoarding on Noel Road Acton

Does anyone know what the story is on the hoarding that's been in front of four new build houses at the park end of Noel Road?It's been up there for years and years yet the houses are finished and being lived inIs it some elaborate way of avoiding council tax by saying the houses not complete? A neighbour dispute? Obviously a hoarding licence not required here by looks of things!Anyone any idea on this mystery?

Have you posted this on the Acton Forum? Someone on there may know. Maybe Vold Barchuk?Not sure if he is still a Councillor but he lives just off Noel Road so he may have info.( or be able to find out.)It is a proper eyesore and its presence has bugged me for years too!
