Stupid, incompetent, or just plain corrupt?

There are new cable ducts being installed on the eastern side of Park Royal Road. The contractors, JSM, have paid Ealing for parking suspension where they are working, even though there is normally no restriction in the marked area. Ealing have not displayed the parking restriction signs, so the contractors are unable to divert pedestrians around their works area, and the contractors are being fined daily for blocking the pavement.Between October 9 and 16 they will be working alongside the cemetary and have again paid for a parking restriction. This time the council have put up advanced warnings of parking restrictions, but on the wrong side of the road, with the possible consequence that they will be able to fine the contractors again for blocking the pavement.

Not doing the job would appear to be a good legal reason for dumping a contractor part way through a contract.

Given my experiences with poor recycling collections and subsequent correspondence, I think it happens not at council administrative level but on the council's suppliers' end - even at operator level.  I think a lot of the guys who actually carry out the collections, signposting etc., along with their immediate supervisors, are quite relaxed about how they carry out their jobs.
