Bass Booming Cars!

Morning all,Last evening, a car drove past my house with the music, and particularly the bass, on so loud / strong, that it shook the very walls of my house and set our dogs off too. As much as I love to ramp the volume up when driving when a favourite tune comes on, I have to question how one can possibly drive when the bass is so bad that it can shake the walls of a building 20 yards or so away, and, that how is this not banned in the same way that driving and using a mobile is - you cannot tell me that you can retain full focus on driving with this racket going on.To make matters worse, either the same person, or someone with a similar set-up in their car, drove past my home again at just gone 130 this morning, waking my whole household up and most certainly my neighbours too.I know Ealing Police comment here at times - if you read this, what's the position here please ?Thanks!

Been doing a bit of research.It is a matter for the Police as they have powers under Regulation 97 of the Road Vehicles (Construction & Use) Regulations 1986 to prohibit the use of a vehicle emitting avoidable excessive noise. If in a particular case playing a stereo at excessive volume amounted to driving without reasonable consideration for others contrary to Section 3 of the Road Traffic Act 1988 and was causing or was likely to cause alarm, distress or annoyance, the driver may be liable to having his vehicle seized under the provisions of Section 59 of the Police Reform Act 2002. However for the vehicle to be seized the owner / driver must be served with a warning and ignore that warning. Not likely to get that far but the law is there!!

Selfish and inconsiderate, and possibly illegal behaviour like this really gets on my Bradleys. It's not like you're going to go over and tell the berk you like his music so much you want to buy it. I hate this too.
