It looks as though it some sort of wheelie bin culturisation programme.They are not marked up adequately.Mixed Recycling means something different to different people, different boroughs, different companies. It all depends on the actual contract what is included. There is no standard as far as the general public is concerned.The food vendors are serving their food on compostable plates with compostable forks. Or the ones I bought from were. This is what often happens at festivals. Then the plate, paper napkin, cutlery and any food waste can all be recycled together. I wouldn't expect to mix that with plastic bottles and aluminium cans.The wheelie bins are enormous and nobody is going to bother to try and put things on them when they are being used AS somewhere to put glasses and cans down on.More substantial see-through bag systems would work well for cans and plastic bottles. I didn't see anybody walking around picking up cans. Many people sitting down would have handed over their empties had they done so.Nobody wants to pick their way through sitting crowds to find that they are at the wrong container. They need to be really clearly marked up WITH graphics and grouped so that you can sort where you stand.
