car drivers who use their mobile phones while driving

Every day, I see drivers who have one hand on the steering wheel and the other hand on their mobile phone clearly engaged in conversation or texting.We all know this is an offence because if your attention is not fully on the road, you can kill someone or injure someone.Is there something that members of the public can do to report them because I know that the police can't be everywhere 24/7.I saw a guy last week eating his lunch and no hands on the wheel. I just looked in amazement. How on earth !!!!

Yes the only thing we are allowed to report are Police parking on double yellow lines whilst popping into McDonalds

The wider issue here being that only police officers and others (such as council officers!) are allowed to report anything and have it taken at face value without further corroboration.The rest of us, presumably, are simply not to be trusted under any circumstances.

I only wish that you could report them but they have to be caught 'in the act'.It incenses me.
