Noise monitoring?

One of our neighbours (more of a night owl than us) reports that last night there was a Vauxhall car parked in Denmark Road for several hours between 11 and 2.30 am.  It left and returned several times, and it had a listening device on top of the car.  The observant neighbour went out and asked what he was up to.  He said "that he was measuring decibels", and when asked whether that was for the council he said "ultimately".  The street was as quiet as anything last night - far too cold to be out for fun - and we were tucked up quietly in bed!It seems a little odd, but does anyone have any knowledge of what this is about or any idea what agency or department would be measuring decibels in the middle of the night?

I did notice a rather large, clearly marked Police van with a listening device poking out of the roof patrolling the streets of Northfields the other day. That wasn't listening to aircraft noise.

That's a good thought F,they aren't running the night flight test at the moment (from Heathrowairport/noise)***************When will these procedures be used and how often?During Phase 2, these tests will be limited to three defined periods, the dates of which are    16 July - 15 August 2012    1 October - 31 October 2012    1 March - 31 March 2013*****************  But that's not to say they don't need background noise  data minus the aircraft,I hope you're right.

Aren't they monitoring noise pollution from Heathrow at the moment? Perhaps it was that.
