Now then!! should think there's at least as much concentration (let alone total quantity) of drugs and users down here.Re York, yes you're right it seems that's another one - so the one I first had in mind is not as unusual as I'd thought. York was never the capital of England, though for some centuries it was thought of as the de facto capital of Northern England (which however has never - yet - been a political entity - watch this space, mind). it was where the 'King's Council in the North Parts' aka the 'Council of the North' was based after Henry 8 resurrected that late mediaeval institution, before it was finally killed off in the aftermath of the 17thC British (NOT 'English') Civil War. Many centuries earlier York aka Eboracum was in a narrow sense the capital of the Roman Empire for two brief periods when Emperors based themselves there in times of crisis (Londinium never was, btw).
