Magical New Double Yellow Lines

In Hanwell, where Brookbank Ave, Elmbank Way, Cuckoo Dene, Gifford Gardens, Beechmount Ave, Beresford Ave and Mayfield Gardens join Bridge Avenue, we now have on the corners, brand new double yellow lines (and 20MPH speed limits painted into the roads). The yellow lines are good thing and will finally put paid to people parking their vehicles right on a corner, making it awkward at best and dangerous at worst, to join a road (take white van man for instance who parks right on a corner making it impossible to see what's coming when pulling out!).I was however wondering, as these appeared as if by magic, do Ealing Council not have an obligation to advise us residents that these road updates are taking place ? OK, you'd have to be blind to miss the new installations, but, I have seen a couple of neighbours parked over the new double yellows already (Not sure if they were ticketed).

This is not law but an advisory and actually under the road traffic act only applies to classified roads ie A and B roads, and NOT side streets of single carriageway.The lines on side street junctions can be much shorter generally one standard transit van length either side of the apex but it can be even less.This still makes the junction clear and safe for pedestrians and other road users but does not impede on residential parking.The longer lengths are not mandatory but are to suit the over length and over wide refuse vehicles now being deployed.

I looked at Clause 243 as well.Sadly, it is only advisory, irrespective of the Must,Should or, Don't unless the relevant clause is followed by a note of the relevant legislation.

Irrespective of 'must vs. should', street notices etc. Anything that stops dangerous parking can only be for the good,

What the highway code says is that you SHOULD NOT park rather than you MUST NOT park within 10m. of a junction. Therefore it is not 'ufficially' an offense if someone parks closer than the 10m.and as it is not law, police/traffic enforcers cannot fine people that park closer. However it should be down to plain common sense not to do so as it makes difficult for other drivers to enter or exit the jujnction safely and have a clear view not only of the road but, most important, of pedestrians wanting to cross - espcially so if these roads are close to schools. Unfortunatelly, common sense seems to have gone out of the window. Luck of parking spaces, especially near schools, means that people park wherever a bit of space is available, even if it means right next to a corner.As far as the council is concerned: yes they should have publicised the change. Most probably they did so in the Gazette - they have to by law, as it would have required to issue a traffic order in order to make those changes - but how many people bothers to read them??They should also have had to put notices of the Traffic order on lamp posts around the area concerned. Again, how many people would notice them? Was this not discussed in your local Ward Forum meeting? If you have never attended them it may be a good idea to start going to one. There are held three/four times a year and it is a good opportunity to see and shape what's happening in your local area. Dates and minutes are in the council web site.

I agree with Tony.It makes for easier enforcement of an existing law, so expect some 'peed off' neighbours any time soon.I know that parking is difficult but dangerous parking on junctions (as Bud mentions) is just that.

I think that is re-enforcing the existing law (HC243) i.e. no parking within 10 metres of a junction,so I doubt that the council would have to inform anyone.
