What the highway code says is that you SHOULD NOT park rather than you MUST NOT park within 10m. of a junction. Therefore it is not 'ufficially' an offense if someone parks closer than the 10m.and as it is not law, police/traffic enforcers cannot fine people that park closer. However it should be down to plain common sense not to do so as it makes difficult for other drivers to enter or exit the jujnction safely and have a clear view not only of the road but, most important, of pedestrians wanting to cross - espcially so if these roads are close to schools. Unfortunatelly, common sense seems to have gone out of the window. Luck of parking spaces, especially near schools, means that people park wherever a bit of space is available, even if it means right next to a corner.As far as the council is concerned: yes they should have publicised the change. Most probably they did so in the Gazette - they have to by law, as it would have required to issue a traffic order in order to make those changes - but how many people bothers to read them??They should also have had to put notices of the Traffic order on lamp posts around the area concerned. Again, how many people would notice them? Was this not discussed in your local Ward Forum meeting? If you have never attended them it may be a good idea to start going to one. There are held three/four times a year and it is a good opportunity to see and shape what's happening in your local area. Dates and minutes are in the council web site.
