Cake and Bake are a small chain of bakeries
Apparently it's a trial drugs cafe - you get baked there (hence the "bake" and then want cake (munchies).The council have let this through in the hope that all residents will get wasted and turn a blind eye to the refuse collection fiasco.Or, it could be a bakery - that would make more sense....
