Jerzy,what this administration needs to do is to put some of the 9M underspend from this financial year, or the other £9M or so they plan to underspend from the next one (2012-2013) back into the pot and give us back the free garden waste recycling, which the previous conservative administration introduced by scrapping the 50 pence for a pink bag. Not only this will cover the cost for the garden waste but also the cost of reintroducing those essential services that have been cut to so many of the most vulnerable residents in our borough. How can they justify making all these unessesary cuts and at the same time accrue so much underspend????? I sospect that we will have to wait and see where they will intend to spend it till next year's budget for 2013-14 (election year)!
