Efficiency (?)

I have received an email to notify me about an Ealing Council scrutiny committee trying to increase efficiency by sharing services. My computer tells me that it carried a 404,615 byte Microsoft Word attachment, in which there were 1,688 bytes of actual text, rather less than 0.5%.
