Tony,I know that we all like to grumble about the council but you really don’t need to bother with Freedom of Information requests to find out most things you want to know about the council.  Often simply typing a few words in the search box on the council’s website will find what you want. And the response was .... silence, as with a number of other questions in the thread.Look, I think Cllr. Mahfouz has made it all quite clear, or at least as clear as he hopes he can get away with. Reviewing his statements in this thread, it seems clear that the policy driving this is fiscal, not environmental. In fact he was quite overt about this, stating that the £40 charge for green waste collection was necessary else close all leisure centres, turn off all street lights etcI find it hard to believe Ealing's green waste collection costs anything like as much as either of those. So it seems that what we have here is a soft target for raising revenue, and probably only a fraction of the additional revenue will go toward the recycling service. If it was intended to result in improved recycling I am sure the Council would be only too pleased to loudly tell us. Instead of which there is silence.Without the costings that I asked for here 11 Nov, it's hard to escape the conclusion that, like certain other Council activities such as parking regulation, we are seeing recycling become a cash cow for a strapped bureaucracy. And then it makes perfect sense that recycling targets are no longer relevant, because all that matters is how much cash can be extracted under duress from residents with rotting greenery to get rid of. The real question then is : how much is the funding allocation for waste management and recycling being cut, from April? Because I think we can be pretty sure that £40 for green waste collection is a lot more than green waste collection costs. Those who pay it will end up further subsidising services they have already paid for once, in Council Tax.All conjecture, but until someone uses the FOI to try and extract some actual facts from the Council, what we're being spun reeks of horse manure.

Dear Mr Knox,I am certain that there will not be an increase in fly-tipping as a consequence of this new scheme.  Around a third of local authorities charge for garden waste collection across the country.  Where we can compare with nearby boroughs, there has not been a problem so there is no reason there should be in Ealing.You may be aware but we have last year launched our 24/7 Grimebusters Hotline for fly-tips and graffiti removal.  You can call any time of day or night Mon-Sun and report it and it should be collected within 24 hours. The number is 020 8825 8825.When the new contract starts we will also start sweeping our streets the same day that rubbish and recycling has been collected, rather than waiting till the next day.  This should be a really visible improvement for everyone and because of the saving we are making with garden waste charges, we can guarantee to improve the street cleaning service as I have mentioned above.  If we go down the route the Conservatives are proposing (well some of them, if they can get their act together on what they actually believe on this) would lead to having residential streets swept only once every three weeks and possibly worse still having no graffiti or fly-tip removal teams at all.Not sure where the £50 figure comes from but it does not relate to our charges, I believe Albertina was talking about a type of compost bin that Philippa has suggested.  Of course households are free to share a subscription for the service and the wheelie bin/hessian sacks as appropriate, which would be along a similar sort of line to what Philippa is suggesting, should neighbours wish to do this.We have been clear from the start that the charges are £40 or £30 (for those who are elderly or on the lowest incomes).    These, as I have said in my previous post, are cheaper than other west London boroughs who have the same system.  We are of course also keeping access to our waste sites free if people wish to take the garden waste down directly and as mentioned previously, offering cheap compost bins for those who wish to do this with most or all of their garden waste.Hope this answers your question.I'll post again once we've got the FAQs up to hopefully clarify any mis-information that has been passed around on this issue.Best wishes,Bassam

Cllr. At the council meeting where the £6M payback to residents was agreed you and all the members of your group voted in favour for it as well. So it is hypocrisy  to ask us now to ‘admit that it was an error’ when you yourself voted for it!You may also try to remember that if it were not for the financial mismanagement of the previous Labour government, that landed us with the mess we are in at the moment, the coalition government would not need to make the significant cuts that it has to.  Just to refresh your memory the “real” cuts that this Labour administration needs to make is £55M, as acknowledged by your own group at a Cabinet meeting. The other £30M that you want to raise is for your ‘pet’ projects such as the Southall car park.Lastly and more important: every year, during the last administration, a target rate for recycling was set – and met. Therefore, as Cabinet Member responsible also for recycling, when are you going to tell us what is this year recycling target rate is? We are now in November and so far you have avoided responding to this request whenever it has been asked. Is it perhaps the 50% target that you were trying so fiercely to get us to commit to when in opposition? Come on, enlighten us all by giving us this figure once and for all!

Surprise, surprise, if it isn't the gruesome twosome, the rebels without a cause... Cllrs Taylor and Costello!Neither want to admit that whilst they have tried to lead their party to oppose the garden waste changes, their party leadership has shown time after time that when it comes to were it matters they have refused to actually attempt to overturn this decision.The writing is on the wall - the Tories are lying to the people of Ealing as to where they stand on this.  They have not opposed it where it matters and now they are trying to hide behind the fig leaf of this petition.I would suggest that the two of you both plead innocence on the basis of ignorance... otherwise admit that you are lying to the people of this borough.  But given you still won't admit it was an error to giveaway over £6m at a cost of around £1m just before the biggest cuts in the history of local government were about to hit us so I won't hold my breath.Mr Knox - the reality is that we are looking at a whole host of savings across every area of the council.  We've saved £1m by simply bringing the Highways contracted team in-house, over £3m by retendering our Clean & Green and Parks maintenance contracts, I could go on, but yes, the figure had gone up to £85m.  This was as we got more information from the government telling us that the cuts would be deeper and faster than first expected.  I have listed the alternatives - it's up to the Tories to decide which one they actually support.

Cllr Mahfouz is showing the strain somewhat I think.  Amusingly he accuses one of my colleagues of a rant in the course of his 722 word ...er...rant!It is not very dignified for a cabinet member to start accusing people of lying especially when he is talking about the Conservatives’ own position.  It is what we say it is.  That is pretty much the point.  The petition states the Tory position perfectly well so cannot be a lie.  I reserve the words lie and lying for deliberate falsehoods.  Mahfouz uses them with gay abandon to mean anything he disagrees with.  It is rather ugly.  Mahfouz is so overwhelmed by the minutiae of council proceedings that he has failed to see the wood for the trees.  Labour’s £40 garden tax will cause the borough’s residents lots of problems and the Tories wouldn’t have touched it with a bargepole.  Cllr Young arguably did make a tactical error at the October OSC meeting by trying to use the meeting to change the policy for the better rather than just  going down fighting in vain to overturn it completely.  Mahfouz calls this a “cross-party committee” whilst omitting to mention that Labour has 9 out of 15 votes on it and tend to vote en bloc.  Mahfouz quotes minutes that are due to be agreed at the next OSC meeting on Thursday where the wording Mahfouz quotes will get changed as it fails to reflect what happened at the meeting.  Let’s see how many people agree with the Conservative position shall we?  And then debate the issues rather than the procedure Cllr Mahfouz.

Perhaps Cllr Taylor and the Conservative Group should take a long hard look at themselves in the mirror. How dare they tell the people of Ealing such a bare faced lie about their position on this issue?! As an avid recycler and gardener I do appreciate the issues that people have raised on this forum and elsewhere and I understand that residents, genuine in their beliefs will lobby me and fellow councillors on the issues. However, the position of the Tories beggars belief.  They have had ample opportunities to debate this issue and to set out their position on it. Only they don’t know what they want. This petition is both disingenuous and proves their muddled thinking and I’ll explain why:•        The Tories decided to “call in” the Cabinet decision to return to a charged garden waste collection, itself a result of the deep cuts of £85m that we are facing as a council.•        However at the Call in meeting, the Conservative Shadow Cabinet member Cllr Young (former chair of this panel), chose not ask for the whole decision to be rescinded and reconsidered (his right and he could have taken it to a vote). Instead his position was to ask whether every household could have the additional option of having their garden waste collected from the pink sacks that used to be so popular in the past!.  The minutes of the meeting speak for themselves; remember it’s a cross-party committee. (For your information this unanimous decision as recorded by the clerk to the meeting, involved Tory Cllrs Costello, Chapman, Dabrowska, Grant and Sumner).  Cllr Millican was also in attendance but unfortunately Cllr Taylor, who was characteristically quiet at the previous meeting was missing in action on this one and so obviously wasn’t brought up to speed with what his colleagues had done.• At the last Full Council meeting in October, The Tories had a second chance to redeem themselves, stand by their principles and ask for the decision to be rescinded.  Again the opportunity went begging for some decisive leadership. What we got was a half baked motion which simply asked the council not to go fortnightly on rubbish and recycling: something only Labour made a commitment to in our manifesto put to local residents at the last council elections.•        Then last week I received an e-mail rant from the Tory Finance Spokesman on the council.  Part of it was a ‘back of a fag packet’ list of things the Tories would change were they to be in charge of the Town Hall. Was Garden Charges on that list? Of course not, if only they had the guts!So, as you will see, the reality is that for all the talk and rhetoric, the Conservatives have had the chance not once, not twice, but three times to take some real action on garden waste charges but on each occasion they have shown residents their true colours.The sad reality is that the Tories like Millican and Young have bottled making the decision because they know that if they did not accept these changes they would have to make one or more of the following choices.  I have asked them which one the Conservatives would be inflicting on the people of Ealing... surprisingly despite having had weeks to think it over they have been remarkably silent on this front. I won’t hold my breath for an honest answer.These are the kinds of things that the Conservatives would have to look at doing if they do not take this saving:•  Fortnightly collection from compulsory wheelie bins for rubbish and recycling•  Reduce street cleaning frequencies to once in every 3 weeks on residential roads•  Have a minimal tree management service and have no graffiti and fly tip removals•  Closure of all our leisure centres•  Switch off of all street lightsThe people of Ealing deserve to know where they stand on this issue because they certainly don’t stand by their word.
