Excellent article Mark, I left school in 1980, when there was high unemployment. There was however apprenticeships and most of my friends did these or stayed on at 6th form. These apprenticeships were not government run, but were within companies, hairdressers, plumbers etc, paid for as a wage by the employers. Where are these now? How many builders, plumbers, carpenters take on apprenticeships? They don't want to take the time out to train young people, or don't know how. Full time college courses do not train the young people in the practical skills that are needed. Even as long ago as 30 years, full time course in hairdressing were being sold as quick routes to being a hairdresser (one year instead of three years apprenticeships) employers did not want them, they didn't have the speed, skills or customer care. If you have a company, why don't you start thinking about taking on a young person, they don't want to be paid a fortune, they just want a job and training.
