Subsidised Compost Bins Instead of Disabled Services and Libraries

I note that Ealing Council in conjunction with Straight plc. in the Ealing Today forum article on the Ealing Council compost giveaway are making availble susidised compost bins (starting at £15). One wonders what the council tax subsidy is on these, and why it couldn't have gone on keeping disabled centres and mental health centres and libraries open, etc. And who, pray tell, is Straight, plc.?

I understand its about £15 to £50 subsidy from ealing council per bin depending on size and £25 administration overhead in terms of advertisements in publications, articles on the ealing council website, management costs, committee time, council officer time, and so on.Do you suppose there will be an emphasis on distributing them in southall?MB
