Ealing - 'A Third Rate Borough in A Third World Country'
Has any one seen Tony Palmer's comments?Does he mean Ealing is a third rate borough generally, but one that happens to be within a third rate country?Or does he mean Ealing is a third rate borough WITHIN a third rate country?To put it another way is he saying Ealing is a 6th rate borough if it were in a 1st rate country? Or indeed a 5th rate borough in a second rate country? Or is the rating of the borough independent of the rating of the country, ie it would still be a 3rd rate borough even if it were in a 4th rate country?Another point. If, as you'd assume, the rating of a borough couldn't exceed the rating of the country it's in (as you'd expect as it is, after all, only a part of that country) then what he is saying is that Ealing is a first rate borough but it is the country generally that is the problem.I haven't even read the article yet, it's far too long and the heading is confusing enough as it is.
