This is a scheme which is very devious.Stop & Shop has worked well since it was introduced. If enforced properly ( which it certainly is in South Ealing and Northfields and Boston Manor it is a big risk to abuse.it is noted that there are a small number of ( and I'm assuming) rather cocky business people who seem somehow to park for ages on lines or in bays and only occasionally get ticketed where as the elderly person with a tyre over a line seems to get ticketed within minutes. We watch this often from our office window and it does make one wonder.But for most it is perfect for passing trade and this scheme will kill that in the same way that the removal of stop and shop has destroyed small trading in Brentford.  Ironically art was a Labour Councillor now and MP that brought Stop and shop in as the parking enforcement virtually destroyed local commerce overnight and this reversed things. Latterly it's been the sheer amount of constructuction work and disruption but also incursions into roadspace  that has lost all the S&S parking.This scheme is highly discriminatory to those who have hearing issues and cannot use a phone outdoors, those who do not possess a smartphone or device.It is not mandatory to posses or carry such devices and Police advice, especially in the part of the country is to not use it on the street or in a public place. But the dark secret that LBE will not come clean on is the deal to supply data of all who register and the use of cameras to track residents and visitors.Apart from the fact that the vast amounts of Data being gathered by this and other London authorities without providing easy to opt out means is disgraceful.The Data storage uses vast amounts of energy which cumulatively negate claims of reduced carbon.So further damaging local trade, effectively spying on residents and yet again being less than transparent by producing carefully worded propaganda using 'Could' or 'May' is always the wriggle out of fact tell tale.Could there be a link between those companies making ££££s from reselling and packaging Data to order ? And those with desires to manipulate the data for their own ideals ? Is it elected Councillors or salaried executives either blinkered , corrupted or simply too dense to dare ask questions?The avoidance of answering being clear and open sadly indicate the worst of those options.
