Ealing Hospital grass bank

Any one know why holes have been dug in the grass bank outside Ealing Hospital alongside the Uxbridge Road? Is this for plant/flower planting? If that is the case I would put money on them soon becoming an overgrown and messy looking eyesore. In these difficult times who is paying for this unnecessary work - West London NHS Trust? Ealing Council? They have had enough difficulty keeping the grass bank mown, let alone tending and weeding borders!
