They may 'seem constructive' to you, Mark, but all those who have lived through years of this hell of noise and disruption could tell you different: promises of future improvements in sound control, 'consultations' sometimes taking place after the contracts for the event have already been signed, noise complaint phone lines where you can't even leave a message because the inboxes are full, earnest commitments at debriefs after events to 'learn lessons' and 'do better next time' which never change anything, etc., etc.
