Civil “enforcement officers” are not real policemen. So just ignore them. They have no greater powers of arrest than you or I.

You are right. Inevitably these enforcement officers will pick on soft targets. The anti-social people who bring carrier bags to feed the pigeons will be on the look out for them so will never be fined whereas someone with no intention of adding to the problem is going to get an FPN. It would be interesting to know what would have happened if he disputed the fine with the officer. From his description he wasn't actually guilty of the offence he was accused of.

That was written by and experienced by Shappi Khorsandi's brother who I think works for the World Food Programme. So I expect he is used to sharing his food. I do think that these Enforcement Officers are likely to go for the easy pickings and there should be signs saying Do NOt Feed the Pigeons as they can be a frightening and unhealthy nuisance. Walpole Park by the pond has a tree that it is dangerous to sit or stand underneath. Too many people come with carrierbags full of bread to feed the ducks... pigeons and everything else including the rats you can sometimes see. The flocks of pigeons move from one side to the other. It is quite gross.Sharing a crumb or two (well more but not carrierbagsful) is something quite different.
