The good thing about installations in bell towers apart from the absence of visual blight, is that they go through two sets of planning and consultation. Firstly the typical local planning which, for most mast sites is on the nod. The second phase however is far more complex in seeking a faculty or permission to install anything in a church. In the case of mobile equipment this dictates a full consultation process, public notices and open meetings. This all has to occur before a Chancellor (normally a KC or judge considers granting permission. St. Thomas's sought and gained support from EPHS and,IIRC,had a solitary objection which was on the grounds of the installation being unsightly. It is 'hidden' in the bell tower.
