"...Resident Visitor permit verification will expire in 14 days"

This afternoon I received an unexpected email purporting to come from paybyphone "reminding" me that my "access to start new London Borough of Ealing Resident Visitor parking permits in Zone XXX will expire in 14 days".This has taken me by surprise as I renewed our annual parking permit with the council's system over at ealing.tarantopermits.com only a couple of months ago.Now I've got a fair idea that posting this note is just going to end up exposing my own ignorance but does anybody know what this is about?  Have you received one of these yourself?  Are you able to pinpoint where my confusion lies?

The irony is that all those mouth foaming ‘too many car campaigners’ will probably see all the private cars they detest replaced by zip cars and the like. The demand will still be there.

I wondered why Zipcars suddenly started appearing and appeared to be parked willy nilly with impunity.

It’s not about having the right to park outside your house, and that was made clear by the Conservative councillors in my ward when it came up for consultation. It is about stopping other people parking there, often for long periods, which was a regular occurrence thanks to our private comity to Heathrow. That and the commuters were the deciding factors in the third consultation that finally saw a CPZ introduced.Yet our Labour council has seen fit to reduce the difference between short hours permits (ie two hours a day) and all day permits until it’s almost negligible. No reason given, no letter to explain why the increases came in, not even a notification apart from a small notice in the scarcely available local paper.This is the same council that’s so against vehicles polluting our roads that they still pursue a shared use bay policy (just £3 a day in some CPZs) and did a secret sweetheart deal with Zipcar to allow their vehicles to be parked in any CPZ in the borough. Usually very badly.

Em hello. Residents did NOT ask for parking controls actually.Some random woman knocked on my door & asked if we wanted it.I asked why, is it free?She said no, but it guarantees you a parking space!!!!Wth, nothing round here - school, station etc. She didn’t even drive.More council  khan cretinous anti car rhetoric.Only cars ticketed are neighbours who forget about times.Another cash cow

If it wwas anything to do with simply dissuading parking in residential streets, then there would be a simple ‘commuting window’ lock out period nuanced to meet local needs. There would be no need for wholesale different restriction periods (I live at the ‘junction’ of three CPZs, each with widely different restrictions).Equally, were it solely to dissuade parking then there would be neither a Diesel premium nor any form of emissions based charging.If Ealing was honest then they would admit that it is about revenue generation  (Hillingdon manage give each household a free first vehicle permit and ‘load’ second and subsequent vehicles) and emissions reduction (not the role of a local authority as higher VED rates are already applied centrally). Personally. I would only have differential (higher) permit rates on high emission SUVs (petrol or Diesel) but, this has NOTHING to do with parking restrictions which only the gullible believe is the continued objective of CPZs.

It was marginal in the CPZ I am in, mostly due to the massive amount if misinformation that was put out about it though I think. I do have a little joke every now and again about asking if the local resident association is going to start campaigning to get rid of the CPZ that it fought against.

Oh, and Paul, you are incorrect about residents asking for restrictions. In recent years the council has imposed CPZ parking in some areas despite residents being against it. It’s all to do with revenue raising now.

Ha ha ha, but those charges are only supposed to cover costs, yetvthey make millions of pounds ‘surplus’ every year. That money is ring fenced for transport spending (I wonder what I’ll conceived schemes they can come up with?)The right thing to do would be to reduce the indirect tax burden on the population who pay for this service. But they won’t, instead increasing the fees annually. So yes, a wonderful council.

No it's not. Residents ask for parking controls, and the council provides them, but has charges to cover costs.

And here is a very handy guide explaining further how to obtain a Resident Visitor Permit:https://www.ealing.gov.uk/downloads/download/5242/paybyphone_guideIt looks as if one can get one of these without having a Resident Permit, but you have to be a resident in a CPZ, which will be validated, and the specific Zone will be looked up and automatically populated.

Yes, it is confusing. They are two distinct, but related, permits.The first, bought on the council website, allows you to park a specific vehicle in your home zone. It's valid for a year.The second, free on paybyphone (app or website) allows you to buy parking sessions for other vehicles in the same zone, i.e. visitors. It's valid for three years. To get it, go to the main menu, select Permits, then Apply For a Permit. After filling in your data, your application is validated online against Ealing Council's Residents' Permits (i.e. there is some data sharing). You'll get your permit in seconds.
