TfL is broke because of a poor history of spending management since it's inception. What started out as a much better version of LRT has been turned into a disaster caused in the main by meddling politicians and the clique of Careerist associates that now dominate local authority managements. High salaries, but little real ability apart from being on a merry go round of hire and reward. The reward for those overseeing failure ? Big pension packages, golden handshakes and top jobs elsewhere. Way overpaid executives brought in with little understanding of Public transport and infrastructure, consultants with no real provenance fleecing the coffers and a case of too many cooks. Those transport managers who did understand their industry have all been paid off. Then there's an oversized measure of party politics thrown in the mix.So TfL is involved in issues it should not be, is not really answerable or accountable and uses poor methods directed by those parachuted in by policy driven politics.Very few projects fully finished, ample finance squandered and still the highest fares for a metropolitan area. Crossrail has been a victim of too much interference by TfL ' experts" who in themselves ousted the real expertise long ago.
