No - it is because they are finding ways to fund them. In the past Govt has made it impossible as the Right to Buy took away council homes with the proceeds or most of them direct to the Treasury. There have been increasingly stricter requirements regarding thermal values. It's not the case that Councils are building more ECO friendly homes. Its because of stricter building control measures put in place by central government that builders have to comply with!!
