In general motorists and full licence motor cyclists are diligent and comply with road law and etiquette.  Noticeable the big difference between moped riders and those on bigger bikes.There are always going to be a few who are both reckless and dangerous in their lack of compliance. That's where traffic police were invaluable. Highly professional and able to discern a drivers oversight against a drivers arrogance. So either a few words of advice or a full force of the law.But Cyclists, scooterists and some pedestrians have become dominant in their lack of etiquette and civility and have put this cyclists and pedestrians who do into a minority.  In fact I and getting very cheesed of with abuse from other cyclists who harass those cycling properly and safely. No lights, no mudguards, no concern for other road users or pedestrians.  No spacial awareness. Quite shocking that we allow people on to the roads who are far from safe not just for themselves but to others, unchecked, unregistered, untested and uninsured.  Yet a person working on a street i.e. a surveyor who may have to have a tripod set up, has to have full Public Liability insurance and insurance for the equipment on top. But if a Cyclist rides in to him or her or smashed the equipment, they cannot be held liable without a full police report and via a court prosecution.It may be a pure accident and not from poor riding, but with huge jumps inn accidents not involving cars or =motor vehicles. Promoting without some form of mandatory proficiency in place is too dangerous.
