I think you mean that Ealing has to bear 'some' of the burden. What it actually seems to be intent on is making up most of London's shortfall by itself.

Will French hits the nail on the head. The White Paper is typical of this government, grand aspirations that will evaporate at the first sign of difficulty. For the housing crisis to be solved development in the shires must be made easier as that is where the spare land is. Despite a comfortable majority Johnson is terrified of his back benches so won't push through with the intent of this policy. That means places like Ealing have to bear the burden of tackling the housing shortage.
