Just read that Ealing is one of the boroughs at risk of being placed in lockdown again. Why is Ealing ALWAYS in these lists of worst performers for COVID?

That's true but the 'pillar 1' tests i.e. those in hospitals have been from a consistent sample group whereas the 'pillar 2' tests i.e. those from testing centres and private operation are from an ever broadening sample as testing increases so they would show a massive increase in infection which would be misleading.The choice is to show a consistent set of data which shows the direction of travel but understates the true level of infection or show more complete data which will be distorted. Looks like that in the short term using the former method has led to the impression that the rate is on the increase because the number of samples is so small a few extra cases can distort the trend.

Actually these localised figures are based on hospital tests and not general testing. so our stats as through all of the pandemic are not related to what is actually going on

It isn't. The Daily Express published a story listing places which they said was in danger of lockdown but all they did was look at places where infections had risen compared to the previous period. Ealing's had but the base is very low and nowhere near the level that would warrant renewed lockdown. Poor show by the Express to cause unnecessary worry to people like that.
