Parking Fine Problem

We received a PCN for parking on our road earlier this year. It was a nonsense and related to the problems the council were having with resident permit renewals so we thought it would be a simple matter to resolve. However they rejected our initial appeal and we were advised that we should wait to receive the notice to owner and then make a further appeal. No such notice arrived and we assumed that given the pandemic they weren't following up on issues like this but now we have received a charge certificate for many times the original fine and no indication of any right of appeal. What should we don?

Councillors tend to dodge any parking related question in my experience. They would be doing nothing else if they accepted responsibility for dealing with all their constituents problems. I'm not a lawyer but I would presume that the council couldn't proceed to enforcement of the fine unless they could prove the notice to owner was send to you. Therefore, whatever they may have implied you would still have the right to appeal. Whether or not the adjudicator is sitting is another question.  It is likely there will be a lot of people in your situation as the post isn't functioning well and Ealing do seem to have taken the opportunity to continue enforcement. I don't think we can expect the council to act reasonably because they are desperate for money but a significant proportion of the people being fined will be key workers and people visiting friends and relatives they are supporting in their isolation.

I thought i had Read that they were cancelling those tickets. But i may be wrong. Ask your local councillor.
