The role of a local council is, should be, to facilitate basic amenities to the assigned local region. What we have now are jumped-up Napoleons massaging, honing and stamping their political beliefs in/on local regions, whilst yearning for a position in central government. I think Thatcher understood how bad things were getting in that regard, but sadly she ran out of time before she could dismantle councils and replace them with something more suitable for their base purpose.
