To rest the trustworthiness of Ealing Council on the shoulders of one man is too simplistic, were the political Leader of the Council Conservative, Labour, LiberalDemocrat, or even Green, the bulk of the implementation of central government-directed policy and the legal obligations of what the Council has to provide is enacted and directed by the officers of the Council, or the "Council Corporate" which is the full time employees headed up by their CEO, Paul Najsarek, who plays the dominant role in how things are done in this "officer-led" Council. The political side, making it fit the local mandate is the elected Council Leader Julian Bell's role with his cabinet and his party. The feeling that I get is that Ealing Council, while more impecunious, seems to be more stable and predictable in how it does things since the rationalisation of the uppermost parts of the "Council Corporate" and the departure of certain individuals I think we have a less "flight-of-fancy" administration on both sides of the coin, "Council Corporate", and "Political Elected". I think that this would be the case regardless of the political party married to the "Council Corporate". There is more direct control from Central Government, and the Londom Assembly (Mayor of London), and less money. Less money means more thought about what to do with it and how to use it.
