That's not going to change. In several wards the balance is held by voters who don't pay a penny in council tax to this borough. It is similar in some Brentford wards in Hounslow.Labour have capitalised on this and concentrated on lobbying this group which is quite sizeable and correlates with the expansion of accommodation for students in several wards.Until the change in demographic, the gap between Labour and Tory has never been particularly wide. A good thing in my opinion, for either side of the fence. I have no issues with students voting but do wonder if it it is right for those who are not all year round residents and exempt from council tax as to whether they should vote in their home town.It completely distorts and gives mandates to policies that are not necessarily correct or appropriate, in particular to an administration with somewhat , dictatorial and contemptuous tendencies targeted towards much of it's long term residents. What is needed is complete reform of our electoral system which is being warped too easily.
