Highway Code

I was not allowed to ask this question at a police sector meeting last night. Who enforces the Highway Code in Ealing? Is anyone even cautioned for riding a bike on the pavement or flitting between pavement and road or crossing red lights or over or undertaking in a dangerous way moped drivers. Or using mobile phones cars lorries bikes pedestrians and mopeds

Is the Highway Code enforceable as such?Where it has "must" or "must not" or other similar wording then it is because that aspect is covered by legislation and it is the legislation that is enforced (e.g. speed limits).

Not allowed?? On what grounds?I would imagine a police officer or PCSO could enforce these things.Of course the councils bully boys Kingdom could try but no doubt pensioners disposing of tea down gully would be trageted
