Garden waste collection renewal application

My sister is trying to pay for garden waste collection by phone as she does not have internet. The phone robot demands the invoice number, my sister tells me that there is no invoice number on the form, and she has not been able to contact any intelligent life at Ealing Council to explain.

much easier to go down the "breach of contract" route - if you can prove you paid for a service and that service has been with held by the provider ask for a refund for the weeks where there was no collection. Administration issues from the provider are not the concern of the end user...

From memory there are two numbers, neither stated to be an invoice number. My sister is trying to pay her bill, and a number may be entered and accepted by the robot, but it may not be the correct number. Ealing Council would not care if she ends up paying someone else's bill, last year it took several weeks before Ealing Council admitted that the bill had been paid so they should commence collections. If it happens again I would be happy to treat it as fraud.

This seems rather odd.  Exactly what form has she received? It should be an invoice unless she's joining the scheme for the first time. I've always been sent an invoice to renew the service so not sure what else could be sent out.  I assume she's been ringing Corporate Collections on 020 8825 5212.
