My very simplistic view is, Alan's lease was coming to an end, as he knew it was. PMGT followed public sector tendering rules and Alan lost the contest/tender. He and a large number of other people do not like the outcome of this process. From my experience of having doing an excellent job as an incumbent supplier and similarly having lost the "renewal" tender the only way of actually changing the outcome is to find a flaw in the process that PMGT followed. Think Virgin Trains West Coast railway line.
