If you register it they can dish out tickets. but if you or your family park in front then maybe they cant???A HOMEOWNER snubbed by the council when his drive was blocked by an insensitive motorist is advising residents to get their driveways registered to stop it happening to them.Don Liyanage, of Castlebar Park needed to take his grandson to a hospital appointment but discovered a car parked across his driveway about an hour before they needed to leave.The 66-year-old phoned Ealing Council for help but was told there was nothing it could do thanks to a change in parking regulations in 2003. It means driveways now need to be registered in order to exist within the council's bureaucratic system.Mr Liyanage said: “I phoned the council on June 2 and the man on the phone said he can’t help. I explained it was an emergency, that my wife and grandson needed to get to Ealing Broadway Station to go to a hospital appointment and he just stated statute at me.“All he did was send me a form to register my driveway which I'm still waiting for them to acknowledge since I sent it back. My wife and grandson had to take a taxi in the end.“I’ve been here 35 years, the council is not required to inform residents of this change in the law, they have to find out for themselves. It all just goes to show what modern public services are like.”Council transport boss councillor Bassam Mahfouz said: “In line with other boroughs we don’t issue tickets to people parked over dropped kerbs unless they are registered with us, because residents often park over their own driveways.

Looking at the form it requires that the dropped kerb was installed by Ealing Council. There are forms for that. If yours was installed prior to you moving in you probably could assume that they were involved. However on reading the website some of the rules appear a bit unclear!!!  You, your family and visitors to your property can park in front of the dropped kerb outside your property with your permission. If you reside within a Controlled Parking Zone (CPZ) and have a resident bay located outside your property and a white line marks the dropped kerb, then a vehicle can park in front of your dropped kerb. However they will need to comply with the restrictions of the parking bay during the controlled hours of the CPZ. If a visitor to your property parks adjacent to the dropped kerb without complying with the restrictions of the CPZ, then they would be liable to receive a Penalty Charge Notice (PCN). Please note that we are unable to enforce a dropped footway during the hours of a CPZ if a vehicle is complying with the restrictions of the CPZ. If a vehicle is parked adjacent to your dropped kerb but is not complying with the CPZ restrictions then parking services can take action due to the CPZ restrictions not being complied with. If there is a yellow line(s) in front of the dropped footway we can only carry out enforcement if a vehicle is parked during its restricted hours. Vehicles can also only park adjacent to your dropped footway on a yellow line during its non controlled times, this includes visitors to your property. Outside the enforcement times for the parking bay or yellow line(s) we will be able to take enforcement action against vehicles parked adjacent to your dropped footway without your permission. In order to do this, you need to be registered with the council as being associated with the relevant dropped kerb. You are then able to telephone the council about specific incidents and request that the council issues a PCN. Register your dropped kerb To register with the council you need to print and complete the enforcement of a dropped footway form and return it (with supporting documentation) to: Ealing Council, Parking Services, PO Box 46264, London W5 2UN. Please note that the registration list will be updated on the first working day of each month. Request enforcement To request the enforcement of a dropped kerb, you will need to contact parking services on 020 8825 6677 (Monday to Friday between 9am - 5pm), select option one. You will be required to leave a message with the details of the vehicle blocking your dropped kerb, your full address and dropped kerb (DK) reference number. Outside of these times, please call the out of hours team on 020 8825 5000. Please note: You need to be registered with the council before you can request enforcement.
