Hanger Lane Gyratory Development

Has this major development plan slipped under the collective radar ? From the LBE Planning Application Website :“174485FUL | Demolition of existing structure and erection of part 7, 9 and 13 storey building with double basement for use as student accommodation (use class sui generis) comprising up to 650 bed spaces, ground floor ancillary student facilities and study areas, cycle parking, plant, access and servicing, landscaping and public realm, and basement/ground floor retail/café/restaurant (class A1/A3) and gymnasium (class D2) commercial units. | Hanger Lane Gyratory Hanger Lane Ealing W5 1DL”.  The Application is supported by no fewer than 89 documents (!) making comment by those of us not well versed in the minutiae of planning difficult.  Any suggestions ?What does “Sui Generis” mean in planning terms ?

The tuition fee system has led to a huge increase in student numbers particularly in London. These schemes are necessary to accommodate them but I suspect many are unaware that where they are living will be so close to a busy road although probably worse for them will be the realisation that their students days in London will be mainly spent around Hanger Lane.

There is a huge amount of residential development happening along the A40. I don't have a problem with this as we need lots of new housing and it causes less disruption to existing residents to build in places like this.As far as I'm aware there used to be restrictions as to putting residential properties at a ground floor level at least so close to a major road like this. Perhaps they are being waived due to the desperate need for housing and the expectation that vehicle emissions will reduce significantly in the future.

Westgate House is a separate project nearby, an existing six floor office block is being converted to approx. 300 ‘luxury’ flats.Additionally the proposed Gyratory development would create a 650 bedspace student accommodation complex (up to 13 floors).  Air quality could be a problem, as would access from the surrounding already heavily congested road system.Both sites would be reliant on Hanger Lane station for access to the Central line.

As the Borough seems hell-bent on supporting the development of high rise/density residential blocks this type of location seems as good as any.
