Aluminium is relatively soft, for a metal, so even a low powered DIY power drill should do the trick. Start off with 4mm diameter pilot hole and increase to whatever size you require from there.If this is beyond your DIY skills or equipment levels any carpenter would do it - metal worker not necessarily required.
