Slow traffic on saint marys road

At the mini roundabout by the South Ealing Conservative Club there are some temporary traffic lights and some road works. They have been there all weekend. Slow traffic though there.

Hurray. Took them a day to wreck the road by digging a trench for some utility or other and leave it capped off with some garden-grade temporary asphalt surface that piles up into an unofficial speed dump over a couple of weeks of heavy traffic. Then same said utility comes back and spends what appears to be four working days with temporary traffic lights reducing a busy road to one lane to replace the sub-standard cold asphalt with something that works over a narrow trench that took a few hours to create and fill in. Anyone else think this is weird?
