Non roadworthy council vehicle

Can someone tell me which department at the council to report a defective council vehicle to?The highways maintenance vehicle was towing a trailer that had no indicator or brake lights working. Customer services put me through to highways. Highways told me it wasn't anything to do with them, and I needed to report it to the police. The police tell me to report it to the council. I'm going round and round in circles. Anybody out there who might know who I should speak to, please raise your right arm now!

Shouldn't there also be more checks on the vans that we see pumping out fumes and have to slow down behind so as not to  directly breathe in those fumes?

As a driver for a large company, we were given 30mins to do a vehicle & trailer check. If any lights were faulty we either had to arrange recovery or do mundane tasks like bulb changing.It is the drivers responsibility - see highway code, to check before use daily. 6 weeks is no good except for a full service

I received a courtesy call from the contractor this morning, and as a consequence of my report they found the same issue with other trailers. In the future all trailers will be checked every 6 weeks for faulty lights.

As said a report to VOSA would be a good call.Defective vehicles if reported should be marked up as it's not only the driver who is responsible for maintenance and safety.If something were to go wrong with the vehicle and it was involved in an accident then it's the fleet manager, mechanic, driver, Fleet owner who will have to turn up in court.

I reported it to Mike Lally at Merrills this morning. Thanks, Kris, again for supplying the number.I rang the non-emergency police number yesterday, but there is nothing they can (or you could say will) do unless they see it for themselves whilst on patrol.

a) Contact your ward councillor. If they do not respond to an e-mail or a phone call (some give telephone numbers) go to one of their surgeries and see them face to face.b) Contact the leader of the council: Julian Bell and the portfolio holder responsible for highways: Bassam Mahfouz both have e-mails listed on the council website.c) E-mail Paul Najsarek the chief executive of Ealing council, there's a whole chief executive's office waiting to leap into action at your e-mail.d)Report it to the traffic police (ring the non-emergency police number and they will give you the details of how to contact the traffic police.
