Where are the Traffic Wardens?

I've had workmen at home for the last 3 weeks & I have been keeping an eye open for Traffic Wardens. I have not seen one in the 3 weeks, in an area with parking restrictions. Where are they?

I  noticed that they were patrolling at the weekend. It seems they don't during the week

Who is responsible for vehicles parked beyond the marked area and well on to the pavement rather than partly on the road? Is it a police matter for vehicles on the pavement or just the traffic wardens? It is not quite so bad for a pedestrian without bags but there is often insufficient room for a buggy between an overgrown hedge and the vehicle.

Apparently Ealing would become a massive carpark according to " the council", without wardens. Possibly true on the main drag. Ealings wardens focus on soft touches, non confrontational, delivery drivers, coaches, someone parked an inch outside a bay.
