Planning - Pre Applications

Does anyone know if Pre Applications for planning permission are publicly available?Or are they private until actual planning permission is sought?

Thanks Robert - sorry for the delay, I missed your reply.I assumed that was the case.  The White Hart pub in Greenford Avenue, Hanwell, has been closed for quite a while now and the local rumour is that it will be turned into shops of some description.I can see that a pre application has been submitted to the council but, for the reasons you outline, not what it says.

No -  they are paid for by the applicant and remain private unless the applicant decides to publish the information with the planning application.
