The Councillors or some of them arranged for these across Ealing since so may people already had quite a lot of bins of various types they no longer expected to use. Some of us have been trying to rehome a lot of these.  The Council issued a film suggesting ideas of how to reuse your green box:www.youtube.com/watch?v=_3UOFPyi4iMHowever since the Council did not issue the black bins and these were mostly (if not wholly) provided by residents and their landlords who were protecting or attempting to protect their waste until collection day there were also a lot of these that they did not seem to have taken into account.I tried to interest schools in using them as planters as it seems crazy that we should be providing funds for new planters when there was something readily available.  They are great for raised planting too.  Some have gone to Cultivate London. If a lot of the black dustbins had been rehomed to those homes who weren't protecting their waste and don't have enough room to manoeuvre wheelie bins then we might have had a better solution all round. The operatives will just take bags out of the black wheelie bins if they find it easier! They tip the contents of the food waste bins into a wheelie that they trundle along the pavement and do the same with the contents of garden waste sacks as well.I have also seen wheelie bins here too as well as composters. If you are still awaiting a requested food waste bin it is good place to look to see if you can pick one up.

No doubt the contractors are highly paid by Ealing Council to collect the rubbish and keep the borough clean, unfortunately it has been obvious from the start that they really are not up to the task!Any rubbish dropped on the street is left lying there by the contractors, for weeks in some cases. There is absolutely NO excuse for that. The streets are rarely swept, how much does a broom cost? The employees are being paid anyway. No point litter picking it's a waste of time.Under the previous administration we had garden rubbish collected FREE, the system worked, now that residents are expected to pay less people bother to recycle.Residents were not consulted on whether or not we wanted wheelie bins, this was foisted on us by the council. The introduction was not handled well, some people received the wrong size bins. Others got none at all!  Many gardens are just too small for these monsters! The Streetwatchers scheme appears to have been abandoned by Ealing Council, volunteers are now expected to report missed collections, flytipping and so on by trawling through the Ealing Website whereas previously we had a designated department to contact. This did not cost the council money, we volunteered our services.Money was wasted on Contractors who were not up to the job but it is too late now to improve the situation. There are rumours that some councils are considering extending the scheme to only collect rubbish every 3 weeks, a disaster waiting to happen!
