WHEELIE BINS and the LAW; UPDATE
Salford Council appears to help residents not bully them which is why, having seen on Google its 2016 advice on wheelie bins, I can now say that the Environment Protection Act is still good law so that Councils,in providing receptacles for domestic waste collection (for which householders must provide suitable space), MUST provide "receptacles of such kind and number only as are reasonable." The " Senior Project Officer " for Ealing's " Street Services ", in tackling that, advised one of the Councillors in my area,, by email, that the only test applied to determine whether a household is suitable for wheelie bins is whether it has 1 square metre suitable space for each wheelie bin; the test of how many people lived in the household was not applied.What you do with that knowledge is up to you ( I know that many are very upset that the Council can order you to destroy some or all of your front garden, uproot shrubs etc. despite an ecological need for them and brush aside all desires for beauty ) but it does seem to me that Ealing has approached the subject the wrong way and that it is at the very least highly likely that they can be forced to start all over again.
