WHEELIE BINS and the LAW; UPDATE

Salford Council appears to help residents not bully them which is why, having seen on Google its 2016 advice on wheelie bins, I can now say that the Environment Protection Act is still good law so that Councils,in providing receptacles for domestic waste collection (for which householders must provide suitable space), MUST provide "receptacles of such kind and number only as are reasonable." The " Senior Project Officer " for Ealing's " Street Services ", in tackling that, advised one of the Councillors in my area,, by email, that the only test applied to determine whether a household is suitable for wheelie bins is whether it has 1 square metre suitable space for each wheelie bin; the test of how many people lived in the household was not applied.What you do with that knowledge is up to you ( I know that many are very upset that the Council can order you to destroy some or all of your front garden, uproot shrubs etc. despite an ecological need for them and brush aside all desires for beauty ) but it does seem to me that Ealing has approached the subject the wrong way and that it is at the very least highly likely that they can be forced to start all over again.

Ealing has delivered 120L bins to Bedford Park and the Bentham Estate, they have also let select roads opt out. You can order 120L bins from the LBE website but so far they are ignoring all requests from anywhere apart from the above mentioned. We really do need to have a concerted borough wide campaign to get this sorted. Another page on the LBE website says "We want to keep our streets as clean as possible and wheelie bins will help. Wheelie bins will stop foxes and rats ripping open rubbish sacks and prevent recycling being blown away from open containers. This will reduce the amount of litter and waste on our streets." Rubbish sacks are only ripped open if rats etc. smell food.  Surely a concerted effort on the council to deliver more food caddies and educate people to use them would have been a more cost effective way of increasing recycling without the alienation of the electorate who already have their recycling under control.

Has anyone else had the following experience?  I bought and paid for my own two 120 litre bins (my front garden is too tiny to house the big monsters). However, despite my having informed the Council in advance that I wouldn't require the larger bins, they were delivered anyway so I rang the Council  to ask for their removal.  I was informed that as I had purchased my own bins I was deemed to have 'opted out of the service' and my refuse would no longer be collected!  The Council has so far not collected the large bins and they stand on the pavement outside the house as close the the garden wall as possible but still unsafe - they can't be seen at night and could trip pedestrians up.This is a ridiculous situation as I'm still paying a very hefty community charge and I honestly can't see what the Council are bothered about; the smaller bins are exactly the same colours as the big ones and I'm sure the refuse collectors couldn't care less about the size of the bins!

It's funny and a failure how they can argue that only some people have gardens and so need to pay for garden waste collection and yet for other services eg education and waste everyone has to pay when there are vast differences in the use people make of them.

You could inform the council that you have had to make alterations to your property to house and provide safe access to the bins.Invoice the council the amount and ask for the invoiced amount to be deducted from your council tax payment.

Today I arrived home and outside my property which by the way is served by a paladin bin collected by Ealing Council, I now have 2 extra wheelie bins!!I ask myself what is going on I have more bins than rubbish.... What a waste of money Ealing. 1 paladin is All we need.
