I just don't get it...

As pointed out, you vote for local councillors in local council elections (had them last a few years back) then the council organises itself as it sees fit.

old boys act, lie .cheat. fiddle etc etc. Every day some scandal, rich poor divide, read any paper

I possibly don't understand your question fully, but you get a say in the composition of the council at the local elections.
