When do we get to vote Julian Bell out of office?

Hi, When do we get to vote Julian Bell out of office and elect a REAL Labour leader? Has he ever said NO to any (over) development? It seems like he acts completely unilaterally.

It speaks volumes that he lives in social housing but makes money out of a valuable property that he owns.
