Lammas Park Pond

Does anyone know anything about the water filled ditch / pond  that has appeared in the park. Seems like it has a planned shape but is surrounded by mud and as it is standing water it will be a home for mosquitoes.

My first thought on seeing it from a distance was 'Ooh, a pond', but on getting closer I concluded that it was just a very large puddle.
