Cyclists generally take a lot of care on roads because the consequences of accidents are typically high for them, much higher than for car drivers. An eminent economist, Gordon Tullock, apparently once suggested that drivers would be more careful if a large spike was fitted to the steering wheel, pointing at the driver's heart. I guess he was trying to make the point that if the risk is clear and apparent, more care is taken. Many drivers see, whether consciously or not, behaviour such as mobile phone use, speeding, jumping red lights etc as risk free.As for helmets, I'm please it's a personal choice here in the UK and not legislated.
