The council noise people are almost completely ineffective against building noise.Yes, they will pop along and intimidate an individual householder, but they are almost completely ineffective against anybody else.The builders just laugh at them and ignore them.The council operatives know this and so have become very reluctant to even approach them.Some years ago when a tower block was being built close to us my wife complained many times to the council about the illegal early starts.The council couldn't be less interested.When, eventually, she insisted that they attend our premises to judge for themselves at the level of nuisance the sheepish council worker that turned up basically admitted that the builders would ignore him.Nevertheless, the missus insisted that he go and see them and let her know what happened.She heard nothing.She waited.She called the council and left messages.She waited some more.Eventually she got angry and refused to take no for an answer. When she finally got through to the department concerned she was assured that a visit had taken place and the builders had been warned.By this time 12 months had gone by without letup.Throughout this time the early morning noise continued unabated.Worn down by the official indifference / ineffectiveness / incompetence, she gave up. :-(The noise only finally abated once the building works were complete.
