The Guide Dogs for the Blind Association has since said the information it provided was incorrect."For me, there is absolutely no excuse for hitting anything with your vehicle, (be it car, motorcycle or cycle), or scaring somebody into thinking that you might hit them, but there was clearly a bit of trolling going on here with the first statement made by the association.
